		<description>PA child support enforcement leads the nation in collection for obvious reasons. The system is a biased cash generating machine that never considers the specific case situations. The system does nothing to monitor that the payee is using the money for the well being of the child, does nothing to encourage payees to pursue employment, does nothing to protect the well being of the payor and certainly makes it difficult for the payee to make sure they are not overpaying. It appears that there is a deliberate attempt to make it difficult for a payee to determine the amount of arrears. Coercion is the backbone of this system that leads the nation. How sad it is that our government wedges young children between their parents by forcing one into slavery to the other. 
The 14th amendment of the US Constitution
Section 1 :No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws. 

These parents are certainly not equally protected by the states laws. The payee is certainly protected by state laws whereas the payee is coerced by these same laws.</description>
